Zied Miled is an expert in the law and economics of network industries, with a dual background as an engineer and a lawyer. A graduate in Electrical Engineering from the École Polytechnique Fédérale de Lausanne (EPFL), he later pursued legal studies in private law at the University of Paris, specializing in competition law and commercial practices. He further enhanced his expertise through executive programs at HEC Paris and the London Business School. He is also an accredited arbitrator with the Paris Chamber of Commerce

With over 25 years of experience, Zied Miled advises regional telecom leaders and international institutions on high-level strategic issues including regulation, wholesale frameworks, spectrum management, network sharing, and transaction support. He has contributed extensively to legal and economic modeling across the entire lifecycle of telecom infrastructure—from 2G to 5G.

Consulted on Issues

On the content side, he is consulted on issues related to artificial intelligence, data protection, cybersecurity, and intellectual property. He played a key role in drafting legislation on the governance of independent regulatory authorities, as well as in developing a national Digital Code, in a process led by the World Bank and involving both public and private sector stakeholders

Zied is passionate about education and institutional development. He has served on university boards and strategic academic committees, and has lectured in various academic institutions on topics related to digital law and regulation.

French Development Agency

Through a program funded by the French Development Agency (AFD), he has mentored over one hundred startups supporting entrepreneurs across Seed, Series A, and Series B stages, with a focus on legal structuring, business modeling, and technology strategy.
